Commissioners' Investment & Asset Management Strategy - CIAMS CIAMS is the new guidance from the Department of Health on Estate Strategy for PCT’s. CIAMS aim is to develop a comprehensive document on all estate from which primary and community care is delivered. PCT’s should have completed a comprehensive estates audit by October 2009 and completed the CIAMS by April 2010.
