From October 2008 Display Energy Certificates including an Advisory Report are required for all buildings occupied by public authorities or institutions providing public services and visited by the public with a total useful floor area over 1,000m2.

The Regulation

In accordance with the Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 all buildings with a floor area over 1,000m2 occupied by public authorities or institutions providing public services must have a Display Energy Certificate.

Display Energy Certificate (DEC)

A) This must state:

i) The operational rating

ii) The asset rating

In ways approved by the Secretary of State under Regulation 17A of the Building Regs. 2000.

B) Show any operational ratings displayed in the previous 2 years

C) Include a reference value such as a current legal standard or benchmark

D) Be issued by an Accredited Energy Assessor

E) Include certain designated information

Advisory Reports

An Advisory Report will be issued by our Accredited Energy Assessor after they have inspected the building. It will contain recommendations for improvement of the energy performance of the building by payback over the following periods : -
Short Term Payback (> 3 yrs)
Medium Term Payback (3-7yrs)
Long Term Payback (<7yrs).

Oakleaf will lodge your DEC and Advisory Report with the Government Agency for annual retrieval.

Oakleaf have accredited persons under the CIBSE registration scheme and are authorised to carry out these duties.

Software

The data is entered into the OR Approved Software which will produce the DEC and the Advisory Report in an approved format. These are issued in PDF format allowing printing of the DEC for display.

The occupier of the building must display a DEC (min. A3) showing the Operational Rating of the building in a prominent location clearly visible to the public.

The Display Energy Certificate is valid for 1 year from the date of issue.

The Advisory Report accompanies the DEC and is valid for 7 years from the date of issue.

Annual Repeat DEC

The DEC must be renewed each year and will require the energy data to be re-entered into the OR software and the Certificates re-issued. Oakleaf are prepared to offer these at special rates providing that they have carried out the initial assessments.
